Give him the benefit of the doubt and you will not be disappointed about his not meeting you often. But if your house is near his, his reason is not acceptable because he might as well drop by for a few minutes to say hello to you before he heads for home.
If he lives somewhere else, I would say that for now you could accept his reason. But if he has a telephone at home, he should give you frequent calls. If not, then that's the time that I'm safe to say that you should try to discover why he is like that.
Sorry to say that if he has no valid reason whatsoever, he may not really be in love with you because a person who loves someone truly will always have time to share with the one he or she loves. Hey well relationships are all about trust. If you trust him then you have to believe he's telling the truth when he says he's busy with work. You could talk to him about it and see if he could find more time to spend with you. If he can't then you'll have to determine wether or not you want someone that can only see you that often or if you need someone that can spend more time with you then that.

I used to do that with a guy I went out with.
My reason was because I wanted him in my life as little as possible. I just didn't need him.
