Two primary reasons.
One was strategic. It is located on heights that made it a good location for a fort, which protected other settlements in the region in the 1700s.

The other was economic. Quebec is located on the St Lawrence River, which makes it a good trading post. Trappers would pick up supplies and drop off their furs for shipment to Europe.
