depend on the emergency and where it is ,if you plan to go down river in a hurry New moon is best the current is straight and in the middle .
on the full moon you will keep bumping into the sides.
ask any logger
on full moon there are a lot more crazy people around
ask any doctor
so the New moon will be less hectic

i think you need to refer to the wiccan website by Alister Crowley...they'll know the pagan cycles of the moon and the tides...and the stars and the melting candle wax and the pools of soilds now forming on your make shift coffee table as an 'altar'....ok, so I have no idea what you mean and i'm sure that if i slug down a few more brews..i'll totally get it...but as of right now, all i really know about this is that there is a full moon tomorrow night, good luck and watch out for the crazies.
