IE can access FTP sites. Does it want a password? Can you try clicking annonymouse FTP in its options. Do you have a security program that is blocking your computer from an FTP connection? More details would be helpful, does it come back with an error message? Or does it just not connect.

Http is the protocol for accessing online websites. Everybody need to use http://www.blablabla.com to make themselves visible to browsers.
FTP is a dedicated file serving environment. FTP stands for files transfer protocol, which is a speedier dedicated way to transfer files between computers.
So lots of time when you are downloading files it is coming from a ftp sites. FTP sites are actually computers loaded with softwares, document, etc and are available for everybody to download as long as they are not a pay sites, or restricted sites.
Sometimes you can actually get into an ftp site to view all the files available for download.

I use FTP addresses for uploading files to remote servers. I don't think they are meant to be accessed through IE.
You can find some freeware programs online (CuteFTP, WS-FTP, etc) that you can use your ftp addresses with (of course you will need the id and password that goes along with each ftp address).

If you are using firefox or Internet Explorer version 7, it wont open. You may use Internet Explorer version 6, or use an ftp client like coreftp (which I recommend).
