They seem a little sluggish which makes me think that the water might be too cold. Also, they seem to completely ignore each other. Is this normal?

I have a yellow belly turtle, I find the best temperature is between 70 and 85. In this heat it can be hard to regulate it, sitting under the basking lamp is his favourite spot. I wouldnt worry about them not getting along. Turtles can be happy enough living on thier own as long as they have good human contact with thier owner. It may must be that they are a little stressed out, make sure they have enought hiding spots each and you should see a difference. Great pets though.

All turtles enjoy heated water. Every turtle breeder, petstore, and rescue center I ask, they all say around 75-80 F.
This may be hot to us, but they enjoy it. Some, however, may not, so check their personality and you should know within a couple days! Always have a long or bank so that they can come out of the water whenever they want. Painted turtles eat anything from apples slices to worms to small fish! They can grow up to 13 inches, but in a 10-gal. tank will grow from 5-8 inches.

Good luck with your turtle-keeping!

You need a basking lamp and a basking area where they can haul themsleves out of the water to dry off. You can use rock or drift wood as a basking area. A 60 watt bulb at 10-12" away from the basking area will be sufficient. You should bring them outside during the summer once a week for 30 minutes for some UV rays. 30 minutes a week of sunshine is better than a whole week of costly artificial UV light.

In addition to the basking lamp, you may also use a submerged water heater. 200 watt heater should be fine. Set the temp in low 70s to mid 70s F.

Turtles are solitary animals and do not interact with each like mammals do.

They don't care about the temperature of the water or about each other as they are painted turtles. Get real!!!

Ignoring each other is perfectly normal.

Cool water- thermometers are useful for this purpose. You can either use an aquarium heater (with some sort of cage around the actual heater) or an under-tank heater.
