I'd particularly like to know if Einstein, Hess, or Goering could speak English.

Einstein did speak English. He taught at Princeton University for most of the last 20 years of his life.

Hess may have learned English during his incarceration in Britain; there is no evidence Goering spoke English.

BTW, English was the official language of India. So technically, Gandhi came from an English speaking country. He trained as an attorney in South Africa.
