Mobile phones are not really traceable. The only way is if during an emergency the Police/FBI can contact the phone users carrier and usually, if the phone is on, the cell site serving the phone can be identified. Which gets the authorities to the vicinity of the phone. Also, I assume in an emergency the phone bill records may be useful in trying to find a phone location. Again, this will take police and wireless provider involvement.
Also, you can try: and do a "Reverse phone number lookup", but on a Mobile phone I think the best you can do is the location (City, State) where the phone number was issued.

Your mobile operator can trace as far as which tower of their network you are using, hence they can make sure in which area you are in, nothing closer. Apart from this they can only find the address that you had given during the registration of your sim, when you bought that.
