You are seeing the stucco which is the surface. Almost all houses here are wood frame houses. Stucco is the cheapest way to finish most houses.
Many developers find keeping things uniform makes it easier. There are lots of communities that have unique color schemes.

They are built like that because concrete and that type of roofing does not burn. California is very susceptible to fires. Ohio does not have that problem.

I live in Sacramento CA and my house is wood with an composite (shingles) roof. My neighbors houses are also wood etc. Not ALL houses in California are stucco.
