Oddly enough, the reason Donald Duck (and most other Disney, WB, and Hannah/Barbarah ) characters do not wear pants is because of good ol' Uncle Walt. Yes, Walt Disney. He thought that a 'mouse, duck, cow, or pig wearing a pair of pants' looked 'ridiculous and made no sense whatsoever.'

So, after a fashion, most of the other cartoons companies of the 1920/1930s (MGM, A.A.P., WB, Fleicher Studios, etc) followed 'suit' (no pun intended) so as to compete and stay relevant to Disney's cartoons.

No word of why Walt thought shirts and gloves were appropriate, while pants were not.

The real question ought to be why didn't this dude proofread his question before posting it. What does this mean? Perhaps the question "Why doesn't Donald Duck wear pants at all?" would have been a better question. The answer to this one is of course that cartoon ducks don't have genitalia, so he doesn't need pants to cover them up.

'Cause everyone knows ducks don't wear pants and Donald can't wear pants because Daisy loves to see his "Behind". Everyone knows that ducks make contact on the butt, Donald has tons of bad luck, he hates his butt, so add it up together....Donald uses his behind for safety.. Ya' never know what can happen.

Ducks don't wear pants... In fact... They don't wear shirts either... But hey... It's disney right? Anything could happen....

And plus Donald's tail would stick out, and it would look like he has a ***** on his butt.... lol

I'm more shocked with Daisy not wearing a longer dress, or panties. But how about Blondie? Or Dagwood and Blondie's daughter, Cookie. Do the two of them always stand hunched over as if the weight of their enormous breasts causes them to assume this posture?

It is strange...and yet, whenever Donald has an accident where his feathers fall off, or he gets out of the shower with no towel, he covers his 'privates'...also, old school Mickey wore shorts and no shirt...weird.

why is goofy a dog, but acts like a 'human' while pluto is a dog and acts like a dog?

Disney is not designed to make sense. It is designed to make money, and characters like these are why disney makes so much money.
