It could be the brakes or I have seen inner wheel bearing seals get dry and cause whistle noise. There may be a stick or road debris stuck underneath and is rubbing on the axle. If it only happens when you are moving then it wont be a vacumn line and if it is there when you are not moving then it wont be brakes or seals,maybe a belt noise.

Most likely you have a loose vacuum line somewhere,look for hoses that aren't hooked up under the hood,or you can just let the vehicle run while you listen to the whistle and track the hose down that way. hope this helped.

Exhaust, Exhaust heat shield vibrating , TURBO bearings going out(if its turbo) differential gears. Intake noise that sounds like it's under your subbee
