Yes they do. And if they are a good company, they will inform you in writing on how they will handle your application. i.e. How long they will keep it on file.
My suggestion would be though, not to hold out on them going back through the piles of application automatically if a job offering does come up. If you see something in the paper, call them and let them know your application is already on file and can they forward it to the hiring manager. This does two things. Show's them you are actively watching them, and two get's your application checked out quicker than those being submitted based on the ad. Good luck!

ya definately . the companies do take your applications even if they are not hiring .
what you need to do is just prepare your resume in word format and then go to the companies websites . there's a small word written at the end of the page "CAREERS WITH US" JUST CLICK THERE THERE WILL BE AN OPTION TO SUBMIT YOUR RESUME.WHICH WILL BE STORED IN THEIR DATABASE .whwnever there is a suitable post for you they will contact you.
BUT I DONT THINK THAT SMALL COMPANIES DO SO .

yes.
sometimes they just want to make sure they have lots of applicants so they can be picky about who they actually hire later when a position is actually available.
sometimes they are just trying to prove that they are recruiting a diverse population even if they don't have an open job at that time.
