I do all my banners on PAINT and i use other programs but I will like to do them more professional

There are so many choices for this, and I am obsessed with graphic making.

There are Adobe Photoshop, Paint Shop Pro, Adobe ImageReady, PhotoImpact Pro... and for animation etc. Windows Movie Maker, Animation Shop, Adobe Premiere.

Also don't forget Macromedia. They have programs to do different things like Dreamweaver (for help with designing web pages), and others like Flash and Fireworks.

Photoshop is a fine choice if you are working with images as your base. However, for creating line art from scratch, better choices are Adobe Illustrator or Macromedia Freehand (Adobe recently purchased Macromedia, so Illustrator is probably a better choice).

photoshop & after effects are what I use. You could use just photoshop and expect good results as well.
I use after effects for visual effects for animated banners.
