A static webpage is source only but a dynamic web page lets people change it on the fly without having to be the authors. Forms are not dynamic webpages unless they end up changing what people see on the website.

A static web page is where you just look around and view things.
A dynamic/interactive web page is where you can make things happen. ie ask for a search of some information, put a product into a shopping cart.
If you look at the url at the top to your page where all those odd looking numbers and things are - whereever you see a ? that 'string' of numbers etc is asking for/doing/getting something because you have requested something of the web page.
That's it. Simplistically. Hope that makes it clearer.

A static webpage is one that is unchanging after it loads. Something with text or without varying content is static. A page like http://www.wikipedia.com is pretty much a static page, while a page like http://maps.google.com is dynamic, because of the interactive map.
