How do you change hydraulic fluit?

If the reservoir has the proper fluid in it, by putting the wrong type fluid in or mixing some fluids it will cause the O-rings in the system to become soft and not hold a tight seal.
If there is no indication of a fluid leak around any of the fittings, hoses, or the seals around the shaft that extends out of the cylinder it most likely has the piston o-rings or seals are old and leaking internally.

Any of these items listed above can cause the lift not to rise and will necessitate the unit to be overhauled with new O-rings, seals, wipers and fluid. It may require that the cylinder be honed.

It may be something as simple as the release valve may not be closed. This can be either from the connecting shaft from the handle is loose or cotter-pin or bolt/screw is missing.

Check for hydraulic fluid and that there are no leaky seals.A lot of the cheap n nasty type only last a couple of years as the seals errode quickly

likely the hydraulic pump needs rebuilt. there are rubber seals in the cylinder that get worn out and air/fluid leaks out.
