The best free program I've found for this is Microsoft Photo Editor. Unfortunately, they stopped bundling it with Office and unless you have an old copy, you can't get it. I don't have it anymore, so I have to use PhotoShop. Paint will do it, but it's not very reliable and it isn't free. Try searching on www.cnet.com.

Yes. It is called Paint and it is build into Windows. From the start menu select All Programs, then Accessories. Should have an icon for Paint. You can resize, rotate, crop, edit, add text etc. with the program.

Usually if you open a picture with paint you could resize.

Adobe has one, also there is one in your computer if you go to 'my pictures' then click on a picture and it should come up in Window and Fax Viewer. then you can increase or decrease the size using the arrows at the bottom of the screen.
