Get an indian to adopt you and teach you how to make them. Buy the raw materials, and make them yourself.
Buying most any artifact at any price is generally considered illegal.

If you are looking for "new" artifacts it won't happen. If one takes a object/artifact/pot sherd/etc from an Indian (or otherwise) site, it is illegal in the USA (regardless of nationality). So in other words, it's looting (aka STEALING).
Aside from that, ask other dealers.

It is illegal to buy or sell native american artifacts. In fact, I think there are fines and jail time involved if caught
