I'm a teacher. I'd attempt to answer this, but I don't understand what the question is.

What kind of implications are you talking about? Perhaps you are asking what kinds of things teachers, counselors and administrators need to take into consideration when learning how to deal with issues such as being cultural aware?

If my understanding of your question is correct then I would think they should consider the fact that when teaching a room full of students who are not necessarily from this country, those students may speak English but not understand everyday phrases we take for granted. Would someone from India or China understand if we say "he bit the dust" or "she flew the coop" and therefore when teaching a class with foreign born students those phrases should be avoided unless you're going to stop and explain them.

I also think that teachers/counselors/administrators should be aware that for many people culture and religion are intertwined. I heard someone make an interesting point the other day. He resented the term "Islamic terrorist," because it was an insult to his religion and his culture. He stated that when Christians blow up abortion clinics they aren't called "Christian terrorists." It's an interesting point. When Timothy McVeigh blew up that building killing all of those people in Oklahoma he wasn't called a "terrorist" yet he was one in every sense of the word.
