I guess not, if he broke his arm. Otherwise his elbow would have touched too and the elbow is considered down (try it). That, and if the someone he spun off of was the opponent anyway unless you're talking college rules.
PS who are those other donuts. Both knees? Shoulders? Ball and knee?

A player only is down when a knee hits the ground dead ball at that spot.
As a player is running he can forearm someone trying to tackle him

no ....... the only time a person with the ball is considered down is when 1 knee, or the ball makes contact with the ground directly after being hit, or forced down, if he breaks away and say runs 3-4 yds more uninterrupted then falls down on his own behest then he can get back up and run(pros only) unless while he was down he is touched by a defending player. in college once your down, your down.....
