what would cause air/fuel mixture to be to rich? unburned or partially burned fuel? high combustion temperatures and/or high combustion pressures? again it is a jeep cherokee 1989 fuel injected? thanks i just don't know where to start.

Does it have the Chrysler 5.2 L engine or the 6 cyl ?
IF it is the V8, it could be the intake manifold gasket that is letting the engine suck oil into the intake. A common problem with those.
How far is it out of emissions? If it isn't too bad, you could get a tune-up with some new plugs, good synthetic oil (http://www.amsoil.com), and get it nice and hot on the highway before getting it tested.
The other common problem may be that the injectors are worn and wasting fuel.

I agree with Maximus. You would be better off to take the vehicle to a professional, They have the equipment and the experteise to find out why it didnt pass the test. It could be a multitude of things going on at once. or it could be something as simple as a emissions sensor that can be causing the problem.

My best guess is poor mixture from your injectors or bad sensors causing the computer to adjust the mixture...
Could be a catalytic converter maybe 1989 is a long time ago.
Probably would try higher octane and some injector cleaners first.
Or just trade it.

Are all of those your problem or you are just guessing?

start with getting an ECM readout this will pinpoint any sensor malfunction, O2 sensors commonly cause fuel usage problems but others may be suspect, TPS,AFS,MAP,TSS,BARO,ect....... all sensor and regulating parts must work properly together or false readings will cause the ECM to send the wrong data back to the operating systems.

sounds like your IAC (idle air control) is sticky or bad, try cleaning if that dont fix then replace it, try PennyPinchers in Phoenix I believe its on 24th st and Vanburen. or a local autozone
