No, being born in a physical space does not make one a part of the ethnic groups that are common to that physical space. Being born in Namibia does not make their child an ethnic Namibian, nor does it make her African. She is an ethnic caucasian, as well as a plain old American despite where she was born.
Now, if the entire family were to renounce American citizenship and take up official citizenship in an African country, that would be different kettle of fish... but it still would not make any of them part of the resident ethnic tribes.

Yeah, I guess she would be African.... I had had some friends who had Caucasian parents, and they were born in Spain when they're parents were traveling. They were considered Spanish and had to become American citizens or get dual citizenship.

It's questions like these that lead to racism. Trying to "fit" everyone into an ethnic or racial category is an outdated concept that has no place in modern society.
