It doesn't really say on their website how it works. Do they follow the IP address and automatically advertise at pages visited by that IP address? How do they do it?

They have a "how does it work" thing on their site, but it isn't very informative.

It sounds like its a service they are offering to make your website the most efficient when it comes to selling your product. If your goal is to sell a product from your website, retargeting will use its most efficient methods to retarget consumers to your website.

They have a few methods
1) Listing your site to the popular search engines like yahoo and google.
2) It looks like they have their own code to put in your pages that will allow them to identify what customers are going to your site and when they are most likely to visit your site.
3) They have a huge customer database and they are going to help you get customers on your website by basically advertising for you and making the customers come to you.
4) Helping you with marketing strategies like "free shipping" and other advertisements that might make people want to go to your site for purchasing your product rather than a different site. Everyone loves free shipping and they all love the shopping cart affect.
5) Customer satisfaction and trust. They are basically telling you that the last retargeting method is to keep in touch with customers by sending them a thank you email for their purchase and maybe putting them on a subscription list to give them emails weekly or monthly about the types of products you have on sale.

I think thats the gist of it.
