I not sure, sounds like a big HP change. Most likely it like stated above. Bore, Carburetor Jets and Porting. You could try the next larger jet and see some difference without running too Rich.
I know years ago Evinrude (Spelling?) had a 9.9 HP and you could change the jets (Maybe a few other small adjustments) and it was same as a 15 HP. So, % way, the 9.9 got a larger increase in HP than what you trying to obtain with the Mercury.
Maybe someone can elaborate more exactly how the 9.9 was converted and you could try the same with the Mercury.

i dont know about yours in particular but some only have a relatively small difference. as little as a different high speed orifice and prop. these aren't hard to switch.

like he said buy a new one... the difference is the diameter of the piston and cylinder borebore it out and put 90 hp pistons in it...or buy one.
