my oak tree has developed a white spider-web like material under its bark - I suspect a fungus - Do you know?

I first noticed the growth about a week ago. And it seems to be on a number of the lower limbs. The tree has some damage to its trunk but appears otherwise to be very healthy.

It is probably just web worms, common this time of year. A pest but not a problem

no problem just natural a lot of insects bugs spiders live under tree barks
