I don't think that is a good idea, and only because people who wouldn't be very good pet owners would start getting pets and not taking care of them, over population would be even worse.

I'm honestly a bit ignorant on government funding of animal clinics. So I'd have to make it a conditional answer.

If the government saves money by a person adopting a rescued animal then yes there should be a tax credit. If not, then no there shouldn't be a tax credit.

No ! If you want to rescue strays, then you should be responsible for their care and feeding. There are far to many pets around now. There should be a tax credit for getting rid of them. Especially those cats and dogs that run loose killing native species.

Rescue all the pets you want but I do not want to help pay in any way. I will help fund fixing pets so they do not produce unwanted pets.
