It can depend on where you plan on working. Some people do their best to minimize the commute. With Houston's sprawl, the commute can be horrible.
All things considered though, Katy gets my vote.

Sugarland is a good area to live in and as well as the woodlands it also depends on how much your are trying to spend b/c they can be very expensive neighborhoods. Copperfield is also another good and decent neighborhood. You also have Katy it is a quiet place which is also having a lot of new developments. Then there is fairfield off of 290 in Northwest Houston pretty nice and quiet area. There is also some more subdivisions that are off of 290 they are up and coming and very nice homes. It depends on what you like to do. Here are my suggestions:
If you like the beach and don't care as much about scenery, then south of Houston is great - Clear Lake - Seabrook - League City. They are close to Houston, yet just as close to Galveston and Kemah Boardwalk.
If you prefer big trees and fresh water lakes, then The Woodlands and Spring are great. They are between Houston and Lake Conroe (beautiful lake for boating and fishing). The Woodlands has just about anything you could ask for in a town - yet it is full of big trees and is very family oriented and friendly. Spring has Six Flags SplashTown and Old Town Spring, which are both fun things to do.
Personally I would not want to be out in Katy or Sugarland as they are very flat, small trees, not near any large lakes or beaches and everything out there seems to look alike.

The Woodlands TX is soooo nice! Very low crime but the houses can get up there in price. Kingwood and Humble TX area are nice they are by Lake Houston. But The Woodlands have a lot more to do there from shopping, restaurants, concerts. To me Sugarland is a nice area but you have to drive through Southwest Houston (which is high crime) to get to Sugarland. I don't like where Sugarland is located, but that is just my opinion. I recommend suburbs north of Houston.

We lived in Spring for 5 years and it is nice there. It would be nice to know what you are looking for in a suburb though to better answer your questions... Schools? Home Cost? Local Parks/services? etc...
Spring had plenty of trees and good schools, and nice sized homes for modest prices.
In general the northern suburbs are more heavily treed as the east texas forests reach that far into the region. The eastern and southern suburbs are mainly farmland/praire and can be sparce on trees in the newer areas.
The only problem with Houston suburbs is the commute to downtown if that is where you work. My commute was 45-50 minutes each way, many are worse than that.
Houston and it's suburbs are car communities. You cannot survive without a car for each adult as alternate transport is spotty at best.

The Woodlands are really beautiful, but it's an expensive place to live. Sugarland is a cheaper alternative. It might not have as breath-taking scenery, but the schools are good and the people are friendly.

Clear Lake area is south of down town houston, approx. 17 miles away, quiet place and fun.
Katy area is spread out and has a very big mall.
Sugar Land is where a lot of wealthy people more to, singers, basket ball players etc. It has more banks than anywhere.
West University Place is in the heart of town and has a lot to offer, if you are active person, this might be the place for you.

The Spring - Woodlands Area is nice. The commute downtown at rush hour isn't real pleasant though. The schools are great, plenty of shopping and lots to choose from for outdoor type entertainment.

Try the nearby suburb of The Woodlands, where the annual PGA golf tournament is being held. Or, how about the coastal suburb of Galveston. Would Kemah be another place to call home? The choice is yours.
