This properly indicate you have only 256meg of RAM. Double or triple or qualtruple your RAM and your system will run faster and not whinge about low virtual memory.
If you can't afford it, go to Control Panel_System. Select Advanced_Performance Settings_Advanced. Select Virtual Memory and increase the value.
But you will end up with a lot of HDD trashing which will slow things down.

Yes, Windows won't need to use the virtual memory as much if you have more ram.
