Go to View then toolbar and set the view options for your toolbar. If you go to your toolbar options then you can actually customize what toolbars you want on your browser. I would check the previous and next buttons to appear.

If you are using Internet Explorer, click View>Toolbars and make sure there is a check on Standard Toolbar. Click it to put a check if there isn't. Now if there is a check and 'back' and 'forward' are still missing, right-click on a blank ara of the toolbar, then click 'customize'. Add the 2 buttons from the left to the right.
