I haven't been to Punta Caracol, but the weather in all Panamanian low-lands in July is rainy. But rainshowers usually last for a short time each day, maybe one hour or so around mid-day. The rest of the day is sunny and perfect for a day at the beach. The temperature would be in the mid 80'sF and 30C
Take into account that this is the rainy season in the entire Caribbean and Central America.

Panama sucks go to Costa Rica instead.
