I was wondering if there is a way to find someones cell phone number if you know there full name age and state and city??

No, wireless companies don't publish their clients numbers for public viewing and searching.

You can order a reverse lookup search if you have the number. Such a search will give you the name and address to that cell number. You'll need to order it from a broker.
I recently used Cellulartrace.com to obtain that info.

Not as far as I know. I'm pretty sure cell phone numbers are supposed to be private.
