I've been curious if the wrestler Eugene as actually mantally challenged. I can't find anywhere if he truely is a retarded person or if it's all for show. I can't see his supposed to be "Brother" Eric Bischolf actually in real life be trying to keep him from succeding. So, if anyone knows, I'd really like you to tell me.

No it is not true, none of it. the wrestlers name is Nick Dinsmore.from Jeffersonville Indiana. he is not mentally challanged or related to Bischoff.
He is a good actor though and funny as heck.

Dude, it's a storyline, Eugene, who's real name is Nick Dinsmore, is a perfectally normal person with a normal IQ.
And though in the storyline Eric Bischoff is supposed to be his uncle (and NOT his brother), from his mother side, there's no blood relation between them.
