The flag shuld be displayed daily on or near the main administration building of every public institution. Ordinarily it should be displayed only between sunrise and sunset. It should be illuminated if displayed at night.
However there are specific places authorized by presidential proclamations and laws to fly the US flag 24 hours a day (check http://www.pueblo.gsa.gov/cic_text/misc/ourflag/capitolflag.htm).

Did you know:
- At his request, since 1834, the U.S. Flag has flown continuously next to the grave of the Revolutionary War hero, the Marquis de Lafayette, near Paris, France
- You could prchase flags that have been flown over the Capitol by getting in touch with your Senators or Representative

Many places fly the U.S. flag continuously as a matter of custom, even though it is a technical violation of the Flag Code unless it is illuminated at night. By act of Congress or Presidential proclamation, however, there are eight specific places and two types of governmental facilities which are authorized to fly the U.S. flag 24 hours a day:

Flag House Square, Baltimore, Maryland (Act approved Mar. 26, 1954, ch. 109, 68 Stat. 35)

Fort McHenry National Monument and Historic Shrine, Baltimore, Maryland [Proclamation No. 2795, 3 C.F.R. 212 (1943-1948)]

National cemeteries (National Cemeteries Act, 38 U.S.C. § 2403)

National Memorial Arch at Valley Forge State Park, Pennsylvania (Act approved July 4, 1975, Pub. L. No. 94-53, 89 Stat. 259)

Town Green at Lexington, Massachusetts (Act approved Nov. 8, 1965, Pub. L. No. 89-335, 79 Stat. 1294)

U.S. customs ports of entry that are continuously open [Proclamation No. 4131, 3 C.F.R. 138 (1971-1975)]

U.S. Marine Corps Memorial, Arlington, Virginia [Proclamation No. 3418, 3 C.F.R. 128 (1959-1963)]

U.S.S. Utah at Pearl Harbor, Hawaii (Act approved Oct. 16, 1970, Pub. L. No. 91-456, 84 Stat. 970)

The flag may be displayed twenty-four hours a day if properly illuminated during the hours of darkness.
