For graph...just use coordinates.

Let width = W and length = L
L = 7 + W

Perimeter is two widths plus two lengths, so
2W + 2(7 + W) = 22
2W + 14 + 2W = 22
(subtract 14 from both sides)
4W = 8
(divide both sides by 4)
W = 2

Since L = 7 + W, then
L = 7 + 2
L = 9

I can't help with the graphing, as that doesn't make sense to me in this problem.

No graph is necessary, is it? Let the length be greater than the width; then if the length is x, then the width is x - 7.

The perimeter is 2 * x + 2 * (x - 7) = 4 * x - 14

Therefore 4 * x - 14 = 22
x = 9

The rectangle is 9 cm by 2 cm
