Most often, teens still live at home in the care of their parents.
They are not considered adults by society or by law.
To become a parent in this situation, someone who is still considered a child, now has a child to raise of their own.

Well, in America at least, a teen is considered a child. In truth, this statement is not 100% accurate if put to use world wide. In some cultures, a girl of 15 is considered a woman. Or if a female begins to menstruate, she is a woman. When speaking of teen parenthood, you and I will automatically see a high school girl with a baby. Even in the Early 20's, some girls did not even finish high school (if they even went) Most of them were married off after a certain age. For political correctness of this statement, it would be better to say "a Teen is raising a child". If person makes the choice to have sex and have the child, this means they are old enough to make decisions. Is it the right decision, probably not. But just because the world believes they are too young to decide to raise a child, it does not mean they are not capable of making decisions all together. This again goes back to society's opinion of when a person emerges from childhood to adult hood. Some belive its ok to marry right after graduating high school, even today! What if the "wife" is 17. Legally, they are a minor (basically a child). If she wishes to be a stay at home mom, its acceptable to some people. If a child is born into wealth, a trust fund daughter if you will, than is it more acceptable to marry and have kids at a young age then it is for a not so wealthy girl?
When speaking of teen parent hood, heres a unique fact. Starting around 12 or 13 till about upper 20's, adolescants (ppl ages ranging from 12 till about 24) are in prime child bearing/creating years. So not only are teens fighting peer pressure to have sex, they are fighting the natural tendency to have sex at a young age. Again, this makes the phrase "a child is raising a child" seem a bit ridiculous. It is only true under certain conditions. It depends, on the year, the nation, the society. The definition of a child varies, so will this statement.

Right, that is because you are considered a minor until age 18. So if you are raising a child before 18, it is like a child raising a child. This phrase is usually reflecting the adults' perception that someone unprepared to work and live in society as an adult is taking on a very adult responsibility, and not just as a babysitter.

I think what the phrase means is that a person isn't considered an adult until age 21 thus if a teen has a child they are a child raising a child.

Teenagers have little life experience, no secure income, don't use sound judgement. Most teenage pregnancies are accidents, and happen because of a lack of maturity and education... the inability to make smart choices when dealing with sexuality. The lack of support for teenage mothers by the father, family, and friends, coupled with the social taboo turn many teenage mothers into pariahs. Unfortuately, many teenage moms are unable to care adequately for their children. Teen moms are more likely to abuse or neglect their children because they have no help, no support, and feel trapped. Children raised by teen moms are more at risk to live below the poverty line, and become young parents themselves. As a result, this cycle of children raising children repeats.

yes know some one and the kids know better than a parent and I have seen this family befor my eyes time and time againg and it is the kids raising the parents
