Listen to Goldwing....he is right. You cannot let the soil dry out during germination. A top dressing of peat moss is the best to hold in the moisture. You may need to water 4 times a day or more to keep it wet. Once all the seeds are up, you can water about 3 times per week.

The soil cannot be allowed to dry out when the seeds are germinating, or the plants will die quickly. Keep the soil damp for about 1 month, then water deeply and less often to promote deep root growth. Feed after about 1 month.

Well usually the best time to water especially if you just planted would probably be 1 to 2 times a week preferably in the evening when the sun is about to set as this allows your soil to stay moistened threw the night and allow your plant to grow but don't over water as you dont want them to die before they even grow hopes this helps

You should keep them damp. water them at least 3 times a day but do not over water. You could accidentally wash them away. Once your lawn is established your lawn needs 1 inch of water a week. Fertilize in late fall and early spring and you should be fine.
