You configure your computer so that it is easier to use - you can configure things from the colors and the size of the icons to starting up certain programs when your computer is booted. As for how to configure it, that depends on what you want to do. For this, I'd use Windows' help files (hit F1 or go to Start-Help and Support) to see if that helps answering any questions.

Now, if you mean "configure" as in "I'm buying a new computer and I want it to do other things that what is listed" then you will need to check out the company's website for information on how you can do that. Some companies will allow you to configure your computer before buying and it also calculates a price based on the data selected. Dell has a neat system - check that one out to see if that's what you're looking for.
