A wog is a person from the any other race but your own.
eg. Australian movie about Greeks, 'Wog Boy'. Many of my ethnic friends call themselves wogs for fun.

The British used the term when referring to the natives of India. At one time, Britain dominated that country and many Brits looked on the people there much as whites have looked on blacks here. Since you found this term on a KKK site or in some of its printed material, it probably means someone of darker skin who has dark eyes and hair. It is a hate term.
