Absolutely yes, he has the legal right. He may not be able to handle both, but if he waves you over while ticketing someone else and you run he can ticket you for both speeding and resisting. And be forewarned, there is probably another patrolcar up the road that will pursue you. And if he cites you for resisting, he can legally perform a search of your vehicle. It is better to stop.

no. the police officer will only work with one at a time. if they work with both there is a better chance of one or even both getting away... trust me.
