Simple. Just do then, x = (3/8)/9 = 1/24.
But 10x-1/4 does not equal 9x, otherwise x would have to equal both 1/4 and 1/24. So there is no solution.
If the second "=" sign meant something else, then here are my solutions:
If = meant +, then the answer is 5/8.
If = meant -, then the answer is -1/8.

Assuming it is 10x-1/4= 9x- 3/8
1. Multiply by 8 to remove the fractions- you get
80x- 2 = 72x - 3
2. Place like terms on opposite sides- move the x multiples to one side and the integers to the other. You get
80x-72x=-3+2
8x = -1
3. divide by 8, x= -1/8
