Same as WIndows 98, 2000, and XP as the speed is not determined by your version fo Windows, but by the speed of your NIC Card (10mps/100mps, etc) and the speed of your ISP. But most PC old enough to have come with 95 will have a 10mps card, where todays PC have 100.

The top speed of your internet provider and the top speed of your NIC card. OS doesn't takes part of this speed.

Not dependent upon the OS. It is up to the pipe. You can connect a win95 box to a T3 line and be blazing...
