"Turtle dovin' " or "turtle doving" has been a term that has been used in songs for years.

turtle doves are love birds that sit close together and rub their necks together( necking) and coo to each other like lovers.
so this is the kind of behavior that the song refers to.
we often use birds or other animals to describe behavior like "being chicken' or "crowing" about something,or "crayfishing" ( backing up cowardly like) or "horsing around". many uneductaed people made up thses terms because they were educated not in school but by observing nature. try to think of other examples

turtle doves mate for life and are very affectionate. They rub against eachother and coo. I guess you could call them lovey-dovey. lol.

They also morn when a partner dies.
