I see people (mainly teens) type like that all the time.
What do they call that style? I assume it's a style.
Why do they do it? Is it supposed to be cool?
And how do they do it so quickly and consistently?
Is there some program that does it for them?
Are there rules for what to capitalize or is it totally random?
I don't get it.

I think it's extremely annoying too. After seeing it for the 10 billionth time, I decided to try and find out what's up with it. Thanks for the answers.
