I think an independent referee board should grade the match ref, and also provide a video reel of all of his bad & good decisions so the ref can learn. I am sure something already exists from FIFA - does it??

In the English game, report cards are handed in by both managers on the referee's performance, there is also an independent adjudicator (usually a current or ex-referee) who sits in the stands and grades the referee's performance.

Referees are assessed each game they do. Their is no report card persay however there is a form that the assesor will follow. They also have game tape for the referee to look at.
