Thor.
The Juggernaut is a formidable foe but Thor is the God of Thunder. The fight would be a classic brawl, Thor swings the hammer and the Juggernaut headbutts a lot. After a while Thor will knock the helmet off of Juggernaut and then smack him on the forehead with his hammer and poof ... Juggernaut has been stopped ... again.

That battle actually happen in Thor (volume 1) 411-412 in which the New Warriors made their first appearance. That battle in which the Juggernaut had his way with Thor until the NW helped Thor out to "stop" Juggernaut from further damage.
Currently, the Juggernaut isn't his same unstoppable self and Thor is presumed dead (for now anyway).
I'm a big Juggernaut fan and if the Thor was still alive and the Juggernaut was his old self. I give it to Juggy and the same Thor and a "weak" Juggy then it would be Thor.

Yeah i will also agree this is a good of strength and brute force. juggernaut is unstoppable, thor will just always swing his hammer into juggernaut which will hurt him a little and slow him down. but Thor is a god, he is also strong and plus he can call down lightning with his hammer to knock off Juggernaut. THOR WINS!!

Once again, you all are wrong. It has happened before, but at full power, nothing Thor could do would stop him. The only thing he could do is teleport Juggy to a dimension filled with Clay Aiken clones. But eventually Juggy would return. That is the very nature of his powers. Juggy can never be stopped. Maybe delayed and slowed down, but never stopped. Thor is friggin awesome, but his magic would not stop Jugs magic.
