Unless there is a warrant for your arrest, or a court order barring you from having one, the answer is yes.

Some felons or defendants are not allowed to leave the country and are required to surrender their passports in some cases. This only happens when specifically ordered by a judge.

Yes, I believe you could. The real question, though, is whether or not you can travel to countries who don't want our felons.. they have the right to turn you away..
But, if on probation./parole, you may have to wait until that time expires...
