I go with Dr. Strange, Dr. Doom is nothing without his armor and disciples. he never even won against the F4!!
Doctor Strange is one of the most powerful sorcerers in existence. Like most sorcerers, he draws his power from three primary sources: the invocation of powerful mystic entities or objects, the manipulation of the universe's ambient magical energy, and his own psychic resources. Strange's magical repertoire includes energy projection and manipulation, matter transformation, animation of inanimate objects, teleportation, illusion-casting, mesmerism, thought projection, astral projection, dimensional travel, time travel and mental possession, to name a few. The full range of his abilities is unknown. Doctor Strange's powers are sometimes less effective against strictly science-based opponents, although he can overcome this limitation with effort.

Despite Von Doom's proficiency in robotics, et al, Dr Strange IS the Master of the Mystic Arts, and this world's Sorcerer Supreme. Even though Dr. Doom has some skill at sorcery (Astonishing Tales #8), it isn't his main strength. As soon as Strange can shift the battle to magic, it's over.

Dr. Doom would win! Tech vs Magic, Dr. Doom knows both anyway. Dr. Doom is only second to Dr Strange in Magic and second to Tony Stark in Tech.

That depends entirely on the arena of combat. Were they both in line at a Starbucks when they spotted each other and began fighting, or are they deep inside Dr. Doom's fortress in Latveria?

Personally, I think Dr. Doom has an edge on the Sorcerer Supreme. Doom is all about raw power and a huge ego, though he usually gets his metal clad butt handed to him by the Fantastic Four, the Avengers, etc ... Doom is not a villain to just take lightly.
Strange would put up one heck of a fight and would win in the end because they would never allow the two of them to fight one on one. Isn't that funny, all of the bad guys seem to be so powerful it takes a team of good guys to stop them.

The battle goes to Doc Strange. While most people are going to claim that Doom possesses the ultimate in firepower, they fail to notice that he has nothing to defend against any number of Strange's psyonic attacks. Strange does have shielding to defend from Dooms attacks.
Strange comes out on top.

Doom could only win if he has a sneak attack upon Strange and hides his presence by some Mystic means. But if they are charging across the battlefield at each other with blue face paint on, then it would be the one called Earth's Sorcerer Supreme!
