elements are the basic unit. Carbon, oxygen etc.
chemicals are composed of elements, can be one or more together.

Elements are the basic building blocks of matter and represent each type of atom. These are represented in the Periodic Table. "Chemical" is a more general term which includes elements and also all of their combinations into molecules.
