I don't think there is one bank whose ATMs are available all over USA. There is atleast 2 major bank networks - Citibank and then Bank of America. With Internet, it's immaterial where you open your account and where you reside.
If avoiding ATM charges is your concern - there are 2 options - One practical - One hopeful.
First Hopeful option: Explore credit union(s) near your place where you live. Open checking & savings account and get a DEBIT card, NOT JUST ATM card. Hopefully, you can find a ( any ) credit union, whenever you're away from your residence ( or your current credit union ) and hopefully ATM is free of charge.
Practical option: Open a FREE ( or minimum balance requirement ) Checking and Savings account in any of the Major Banks and get a DEBIT card ( you will get a debit card ONLY with checking account, I think ). Then when you're away from your bank and need to get cash ( and don't want to pay transaction fee ), go to a nearby Grocery store ( Giant, Safeway, CVS etc and NOT GAS STATIONs ), buy something reasonable ( not a pack of gum for 50c ), use your debit card, enter your PIN. You will get an option for cash back...Voila ...NO TRANSACTION FEE.... Of course...there is a catch...I think you can get only upto $50 max. like this per transaction.

There are many other banks which concentrate only in certian parts of America or a group of states. With online banking it really doesn't matter if you open a account in Valley National Bank in New Jersey and move to Texas, you can still do your transctions online. But you will have problems with ATM's. wherein you will be charged if you use a Valley National Bank card in a Wells Fargo ATM.
The above stated banks have a wide network of ATM's throughout America.

I don't believe that there is one. I live in the Chicago area and had a Chase account for 16 years. I'm relocating to the East Coast, and opened a Bank of America account, because Chase is not where I will be. Pretty much the large banks have concentrations in specific areas. What you should do is go to the sites to see what banks are located where you will be.
FYI. Bank of America is located in other places besides the West Coast. (TX, MO, AR, FL, NC, GA, MA, OK, RI)

The other people are right, Wachovia and Bank of America are the only ones. Washington Mutual is trying to expand, but they're not doing it very quick.
