Because it's dial-up. Dial-up will always be slow, no matter what your provider tells you. AOL sucks period. Sorry.
Modern dial-up modems typically have a maximum theoretical speed of 56 kbit/s (using the V.92 protocol), although in most cases only up to 53 kbit/s is possible due to overhead and FCC regulation. These speeds are currently considered the maximum possible; in many cases transfer speeds will be lower, averaging anywhere between 33-43 kbit/s. Factors such as phone line noise and conditions, as well as the quality of the modem itself, play a large part in determining connection speeds.
Dial-up connections usually have high latency that can be as high as 200 ms or even more, which can make online gaming or videoconferencing difficult, if not impossible. Some games, such as Star Wars: Galaxies and The Sims Online are capable of running on 56 K dial-up. Gamers with dial-up connections are often disconnected from game servers due to the "lag", or high latency, of the connection. Despite being the way people have connected to the internet for many years, it is being steadily replaced by Broadband internet connections, and nowadays DSL subscription plans cost the equivalent of slower dial-up access. Until recently it was the cheapest method of internet access, but is slowly losing that distinction.

Do you have dial up? Try a different connection phone number.
even eith AOL (which is notoriously slow) it shouldn't take 15 mins. I'd get rid of the AOL and go with a cable high speed service. It's always on so you don't have to boot it up.

AOL sucks and is WAY over priced, for the price of AOL's crappy dileup you can get a low end cable or dsl connection.
AOL is the worst ISP and the most expensive, i don't know why people would pay that much for a crummy ISP, look into changing.

are you using dial up? If so it does not matter how fast your comptuer is .. the dial up will always be slow.. I have not used AOL in ages.. but I remember it used to download a ton of updates as well... best to get cable or DSL .. it is not much more .. and 100X as fast

aol does not have the bandwidth that comcast has. aol is dsl and they use a different kind of bandwidth if you want to check your speed gp toast.com and it should tell you your speed but it will take longer as it is based on dialup lots of luck there is nothing wrong with your computer

Switch out of AOL, no matter what you do it'll suck it would be worth it to pay a few extra dollars a month for decent service.

well your internet connection must be slow..
server of aol might be highly congested.
that particular time there must be so much of traffic on your local network that your data transmission might have lost somewehre so you might have resend or re-receive the info many a times..

Dial up is always slow. Upgrade to DSL or cable. I have cox High speed internet and its SOOOO fast.

It depends on your telephone connection. Are you using Dial Up? Maybe that's the reason why.
