Is it legal to take screen captures of tv programs and have them posted on a website dedicated to tv screencap

Although it is not announced at the start of every program, what you are actually doing is stealing intellectual property if you are using it to make money. (Eg: during the Super Bowl you hear "Any reproduction of this program in whole or in part for commercial viewing is strictly prohibited")

If it's just for information on a blog, then a disclaimer stating where the capture came from should be enough to cover the legalities.

I think it si legal to take screen shots and post them on a site. They are after all in public domain at that point. However if you make money at them that may be a different story.

Technically, it is not legal but so far no one is really making a big deal about it.

Illegal. You are making use of copyrighted material and could be prosecuted for the unauthorized use of the material.

If you make money off of it, it's probably against copyright. Be careful.
