The best way is to solvent-weld it back together. Essentially, you dissolve the plastic a little bit on both sides of the break, then stick it back together as the solvent dries. Gluing, even with super-glue, can causes stresses in the plastic after it dries. Take some acetone (available as paint remover or in many nail polish removers), dab it on both sides of the break, then gently push the broken pieces back together. If possible, use a clamp to hold pressure on it until the acetone dries.
Another way would be to heat-weld it back together. You could carefully heat the broken parts and squeese them back together. This may be more difficult as you risk melting and deforming the rest of the T-square.

I would use super glue with like you get at the hobby store that you can brush on. If you accidently glue a finger to the t-square Carefully TWIST it off before it dries too hard.

Tough model airplane glue for plastics. If you get the type with a two part activator solution it will repair very well.

You can get that clear packing tape at the Boxes to Go store and wrap the break with that. It should be strong enough to hold it.
